The relevant piece of GUI is part of the gnome-system-tools package, and the exact window is defined in the file "interfaces/shares.glade". Here is a screenshot showing the dialog running both "live" and also running in "design mode" in glade.
One reason for this problem could be that the text "Windows Networks (SMB)" is long enough to cause the combo box to grow wider. I would expect that GTK GUI layout engine would be smart enough to extend the dialog window itself too?
