I can confirm this issue, and I found that it is because debhelper has marked pkg-create-dbgsym as a conflicting package. Presumably this is intentional, though I must admit I don't fully understand the details, and haven't found a bug report with more information. See for instance the following entry in the latest debhelper changelog: "- Generate ddebs from debhelper instead of pkg-create-dbgsym + Make debhelper Conflict/Replace pkg-create-dbgsym to force it off. + Set DBGSYM_PACKAGE_TYPE to ddeb to get correct debian/files output."
