Yes I understand you and most people are asking for a resolution to "Not enough free handles to register service". However it is better for a bug's resolution if we focus on the problem that the original reporter was trying to describe. And that's a very different, unrelated problem.
We certainly could rename this bug and commandeer it to be about "Not enough free handles to register service". But there's probably no need for that.
