Digging around that issue, i've found that the cpu is doing dynamic scalling as expected:
cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor powersave cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq 1186775 Meaning its a system-monitor applet displaying continuous max rate with ubuntu kernel, and displaying the real time rate with vanilla kernel.
