Public bug reported:

This laptop was initially loaded with kubuntu 17.04. Yesterday I used
do-release-upgrade to update to 17.10.

This morning I noticed that the pulse audio mixer was broken while
chrome and amarok could still play sound. Cold booted just in case.

Still no pulse mixing. But alsamixer was working. Found that no pulse
processes are running.

  $ ps auxww | grep pulse

  $ pulseaudio

once at most.
  Refusing to load.
