The brightness applet appears to be flawed.
I am on a Toshiba Satellite A100-SK9
When I move the slider on the brightness applet from max to lower down,
the brightness doesn't decrease in a steady manner. Instead it jumps
from a high brightness to a lower brightness as you move down.
