I tried with Linux 4.14.0-041400rc3-generic, the problem is still there
unfortunately.

I attached a piece of /var/log/kern.log when I did the suspend/resume.

It seems that my AMD RX 480 is causing the problem. I wonder who should
be contacted to get more help about this hardware/driver.
