This is similar to [1] needing [2] in the past.

The old change added:
- qemuProcessPrepareMonitorChr
- qemuDomainSetPrivatePaths

But virt-aa-helper just followed without using the actual calls.
Also libDir can be set in XML now, so the ruls should not be static in general 
(even with the old paths).

I wonder that tests e.g. 
b/tests/qemuxml2argvdata/qemuxml2argv-aarch64-kvm-32-on-64.args as one example 
still have the old paths. Shouldn't that mean they did actually not change?
But I see the created dirs differently now when spawning a guest.

Anyway, check for latter/recent changes to above functions to explain the 
change.
qemuProcessPrepareMonitorChr stayed the same, but the passed in libDir might 
have changed.

Also there is still the qemuDomainSetPrivatePathsOld which could generate the 
old paths.
So the old rule in #1 has to be kept.

Going on to look for the offending change - but since it doesn't show up
in any Ubuntu yet it is only medium prio for now.
