Hm. You are right. I watched the same original video using `totem` application, and it does indeed show my full screen.
It must be something to do with VLC settings, but I've just spent some time looking through VLC settings, and trying some changes, but I haven't found what causes a video to appear like this. This bug report can be closed. Sorry.
