Looking at url-dispatcher, the only use of ubuntu-ui-toolkit is in this small QML file: http://bazaar.launchpad.net/~indicator-applet-developers /url-dispatcher/trunk.17.04/view/head:/gui/url-dispatcher-gui.qml
Does Unity 7 need this GUI?
