Mmmh, So that probably means that the ISO file you downloaded is corrupted or hasn't been burned correctly by your Cd burning software. There always are some very small chances that ubuntu won't boot from the CD because of some specific hardware but the boot sector of the CD is a simple Isolinux Bootmenu which should work on any computer. I installed ubuntu from this CD on more than 20 computers in the last year.
I suggest you to download again the ISO ( i386 for Intel and AMD64 for AMD64 processors ) from here : http://releases.ubuntu.com/7.10/ And if it doesn't work with your actual burning software, you could try with another one.
