seems that systemd 229 had a bunch of such issues that were fixed in a
later version (bug 1673092 is an example ...) seems some of the network
bits got some overhaul in 232.

also, while systemd-networkd-wait-online supports --ignore and has an
--interface option, systemd-networkd-wait-online.service simply calls it
without any options in 229 which makes it wait for any interface that
has a config.
