The version string 1:2.8+dfsg-3ubuntu2.3~cloud0 seems to indicate it
might be coming from a different archive (~cloud0). Could you please
post the output from `apt policy qemu-system-x86` to see where it is
from? As you mention, the xenial and xenial-updates repos should have
only 2.5 releases.
