No, please do not blacklist. If and when, an upload of an up to date grafana happens in debian I expect we should sync it all over again.
This appears to be unlikely to happen, but it might. Also, I thought autosync will not sync packages that have been removed from ubuntu, even when a new update lands in debian; thus this will need a manual sync anyway if debian ever fix grafana.
