Isn't this a gnome-session bug? In 17.04, setting umask in $HOME/.profile has no effect on the gnome- session. Setting umask at /.profile does work in 16.04 though.
Setting umask in /.bashrc has an effect ONLY in gnome-terminal apps like nano and vi.
