Please sync libcommons-cli-java 1.4-1 (universe) from Debian unstable

Explanation of the Ubuntu delta and why it can be dropped:
* Merge from Debian unstable. Remaining changes:
- d/*: Switch to using maven-ant-helper for package build.
It is not explicitly stated in the changelog, but I believe the reason
the Ubuntu delta changes from maven to ant is to keep maven out of Main.
However, starting with 16.04, this package is demoted to Universe.
I therefore doesn't seem neccessary to change the build system if
Main was the primary reason for the change.
