Okay I tried: acpi=noirq - no apparent effect irqpoll - Seemed to have a positive impact at first (took until the 24th ping packet to get anything - all rtt's were ~ 1ms after that; but that delay may well have been the wifi driver not being "warmed up" yet despite stating it was associated and had received an address. I switched that gnome-terminal to full screen (F11) and took a look at dmesg's output, came out of fullscreen, attempted again and this time it was back to its latent self again. I tried a second cold boot (power cycle) with this kernel option again and it seemed to have no effect this time (poor latency)
