Public bug reported:

One of the frequent show stoppers of Linux: New kernel => no network.
However, usually the cabled Lan works, but this time there is also no
connection over eth0. I've two ethernet cards, one internal one over
usb. The one over usb is not even detected in 4.8.0-54. Everything works
fine in 4.4.0-78-generic.

Devices not working on Clevo/XMG W230SS notebook:

RTL8111/8168/8411 PCI Express Gigabit Ethernet Controller
Wireless 3160

The PCI network controller and usb mouse receiver are detected, but they
do not connect/work.
