I also had this issue with following combination while deployin Openstack with VXLAN:
Ubuntu 16.04 4.4.0-79-generic HP BL460c G7 HP VirtualConnect HP NC 532m mezzanine (BCM57711) After update to 4.10.17 (I didn't try 4.9) it was working right.
