Public bug reported: I have found that on my Ubuntu GNOME 17.04 installation with GNOME 3.24 that turning on the "Show location of pointer" does nothing. For when I press CTRL there is no such animation to indicate the location of my pointer on screen. I am running Wayland, but I have got a friend to test it out on Fedora 26 installation with GNOME 3.24 and Xorg and they also experience the issue. Seemingly nothing special is outputted in Terminal when changing the setting, nor does journalctl seem to show anything at all related to it. This issue also affected my Arch installation so it's not distro-specific. But previous issues seemed to be Wayland-specific, whereas this one is not.
