Public bug reported: Ubuntu Online Accounts is no longer maintained. There is an alternative, GNOME Online Accounts for the GNOME desktop.
Also, Unity's Online Accounts settings panel does not currently work without oxide-qt but oxide-qt will be removed from Ubuntu 17.10.
