I checked /var/log/cups/error_log and noted that it was not able to read
ppds.dat
in /var/cache/cups

as root I went over to /var/cache/cups and
 chmod g+r ppds.dat
and all is well now

Note error message in log was that it was unable to WRITE to ppds.dat.
I was not comfortable granting write permission to the file, but just
adding read permission to group lp could see it was sufficient.
