You need to install additional Mono packages in order to use KeePass 2.x plugins. At a minimum, you need the mono-dmcs package suggested by the keepass2 package. Individual plugins may require other packages as well, but you would have to find that information from the plugin authors. Most people just install the mono-complete package, which installs just about everything you could possibly need.
