The plymouth themes (plymouth-theme-ubuntu-budgie-logo and plymouth-
theme-ubuntu-budgie-text) have the folder named respectively as ubuntu-
budgie-logo and ubuntu-budgie-text but the plymouth files named without
the "ubuntu" prefix. This cause the /usr/share/initramfs-
tools/hooks/plymouth to exit before copying the themes and the plymouth
executables (/sbin/plymouthd and /bin/plymouth) into the initramfs
archive.

The resulted error logs printed at boot are:

/scripts/init-premount/plymouth: line 38: /sbin/plymouthd: not found
/scripts/init-premount/plymouth: line 38: /bin/plymouth: not found
[...]
/scripts/init-bottom/plymouth: line 38: /bin/plymouth: not found

The issue is specially annoying when using full disk encryption as no
prompts is displayed to unlock the drives.

I suggest to rename the plymouth files to the full theme name (ubuntu-
budgie-logo.plymouth) to (I think) fix the issue.
