Just had this happen after an ordinary desktop upgrade from 16.04 to 16.10, had to do the touch thing, because 10-globally-managed- devices.conf was missing.
For the default user-friendly desktop linux distro option, Ubuntu seems pretty bad at this just working out of the box thing.
