It would be preferable to be able to disable it without actually uninstalling it. After all, I might want it back! More to the point, although it doesn't apply to me, a machine whose use is shared between different people may easy have some who would prefer to use emerald and some who'd prefer to use gtk-window-decorator, for which the "uninstall emerald" solution would be no solution at all!
This should be configurable (and not through apt-get).
