Triaged/Critical: This will affect upgrades from Xenial to 18.04. It
needs to be addressed properly.

Currently, upgrade fails this way because the postinst for network-
manager is looking for a lower version than what is now in xenial-
updates to gate the "migration" to netplan and writing an override file.
