Public bug reported:

With the launcher set to "always shown" in Unity 8, and with privacy
settings configured to not show the launcher on the lock screen, it
still shows on the Unity 8 lock screen after the timeout has passed.

It seems like really the launcher should never be shown on the lock
screen on any device, and the solution would be to remove this setting
and always hide the launcher on the lock screen/greeter, as this can
expose unique information about the user.
