It is correct that we don't ship xserver-xgl by default.  However, for
many users this package is not necessary for Compiz to work - Compiz
works just fine without Xgl on Intel, nVidia, and ATI cards <= x850.
The only people who need Xgl to run compiz are those using the fglrx
drivers.

The code review & support we would need to do to promote Xgl to Main (in
order to ship it by default) is a substantial amount of work, and since
the drivers will (hopfully soon) improve to the point that Xgl is
unnecessary this doesn't seem a worthwhile effort.
