It is correct that we don't ship xserver-xgl by default. However, for many users this package is not necessary for Compiz to work - Compiz works just fine without Xgl on Intel, nVidia, and ATI cards <= x850. The only people who need Xgl to run compiz are those using the fglrx drivers.
