Public bug reported:

There's a ccsm setting that is called "Low Graphics Mode". When this
setting is checked the blur is removed from the dash and the launcher in
Unity 7. New Low Graphics Mode features like moving windows and others
that are presented on this video:
https://www.youtube.com/watch?v=cW_Bg0WrS3Q cannot be enabled through
this checkbox and their settings are spreaded in different plugins. The
low graphics mode setting shouldn't be a Unity plugin option but a
global gsetting that is checked by u7.
