thank you for your report and your help to make Ubuntu better.
You have quite some modified conffiles that are related.
I can't reproduce without those here.
ATM I'd assume that the newer libvirt fails to initialize correctly due to one
of the options set in there.
Depending on the sensitivity of that content you might share those config files
as well.
But for now you can go on debugging what is happening on your system.
You mentioned you can run libvirtd manually, but what does "systemctl status
libvirt-bin" tell you after it failed to start?
The automated logs only hold that it fails and respawns too often.
Since that output might be shortened adding "journalctl -xe -u libvirt-
bin" might help as well.
