Do you mean starting konsole from the "Quick launcher" (Schnellstarter)
has LANG=en? (really just "en"?)
What's in /etc/default/locale?
During my testing, changing the LANG value in /etc/default/locale from
en_EN.UTF-8 to de_DE.UTF-8 with a clean Gutsy install causes all
Konsoles (started from Quick launcher or with ALT-F2) to use this (after
logging out of KDE before).
What locale/language have you setup in KDE itself? ("System Settings" =>
"Region & Language")
