Over a  year old and no update? Is there any work around?

I received this error shortly after upgraded Ubuntu 14.04 to 16.04. Then
I had a hard drive failure and had to reinstall Ubuntu 16.04 from
scratch, and the error went away. Then, after the first apt-get upgrade
and reboot, the problem came back.

Google shows some people have fixed this by reconfiguring the locales
package.

However, this solution seems to be hit or miss.
