I noticed something weird.
Enabling workspaces(System Settings -> Appearance -> Behaviour -> Enable 
Workspaces) seems to solve the issue.
I have a dual monitor setup and when on of them is playing a fullscreen video, 
I can do anything on the other monitor without the unity bar overlaying the 
video.
