Binary package hint: upstart-compat-sysv

I used to frequently do this: sudo telinit 1
And when in run level1, do a telinit 5

This had the effect of doing, in 99% of cases, a "quick reboot". Is this
still the way to go using upstart? How can I do a "fake" reboot from now
on?
