Public bug reported:

This takes 15 minutes on a high-speed Internet connection:
flashplugin-installer: downloading
http://archive.canonical.com/pool/partner/a/adobe-flashplugin/adobe-flashplugin_20170110.1.orig.tar.gz

and then produces this result:
Installing from local file /tmp/tmpWlxKB4.gz
gzip: stdin: not a valid bzip2 file
tar: Child returned status 1
tar: Error is not recoverable: exiting now
cannot unpack plugin
The Flash plugin is NOT installed.

Shameful.
