Seems mostly fine packaging wise...

There are no tests packaged with this, but, upstream README documents
(README.make.md & README.md) refer to a testing framework and a
makefile, etc.  Is there a whole test suite upstream that we aren't
seeing?

Also, what is the security implications of this?  A wholly-reimplemented
netlink protocol library sets off my spidey senses, but I don't know the
domain that well.  Probably good to have the security team look at this.
