What is the problem:
Totem can't play videos if gstreamer1.0-vaapi is installed on Gallium graphics 
in Xenial because mesa-va-drivers is not installed as a dependency of 
va-driver-all.

Here is the dependency chain in Xenial:
gstreamer1.0-vaapi Depends on libva1
libva1 Recommends va-driver-all
va-driver-all Depends on i965-va-driver vdpau-va-driver (no mesa-va-drivers!)

Here is the terminal output of Totem (with gstreamer1.0-vaapi installed and no 
mesa-va-drivers):
:~$ totem

When mesa-va-drivers is installed, Totem plays videos just fine.

This is fixed in version 1.7.0-2 in Debian and Yakkety.
