thank you for reporting this - just like in the linked bug I can't reproduce 
just as-is.
I think it was a wise decision to start as a new bug and check if it is first.
So I wonder what of the former insights apply to your case.

So first of all lets make sure that your system not has netlink in the apparmor 
profile:
  grep netlink /etc/apparmor.d/usr.sbin.libvirtd

And I wonder if the "workaround" to reload the profiles in comment #34 would 
fix it up in your case as well?:
 apparmor_parser --purge-cache
 apparmor_parser -R /etc/apparmor.d/usr.sbin.libvirtd
 apparmor_parser -r /etc/apparmor.d/usr.sbin.libvirtd
 systemctl restart libvirt-bin
