I cannot reproduce this issue with rsyslog as shipped in Ubuntu 14.04 (7.4.4-1ubuntu2.6) or Ubuntu 16.04 (8.16.0-1ubuntu3). rsyslogd seems to be handling the control characters correctly.
$ tail -f /var/log/syslog ...
