Thanks for the catch Daniel; updated the description. It was the new laptop with the Intel HD Graphics 5500 integrated card that resolution was capped and video out wasn't working.
The old laptop has a Haswell-ULT Integrated Graphics Controller for which the drivers work just fine. Amusingly, after putting the SSD back into the old one; the HDMI port started working again. Maybe the slight jiggling from reassembling the case fixed a connection to the port? I had tried multiple cables, monitors and adapters previously, so the port was definitely dead prior.
