The desktop has to my knowledge in at least the last five years never been officially updated – just via the Kubuntu-Developers/Packagers PPA.
Ubuntu has shortend it's Release-cycle a while ago to a period of 9 month to catch up, even with overlapping LTS-Releases. As usual in other Linux-Distributions – A release once it's published only get's security-~ and bug-fixes. To tackle such there are now LTS-Releases of Qt and KDE. Especially in terms of KDE (Plasma.KF,Apps) OpenSuse has been urging the KDE-Devs to provide such.
