Public bug reported: I tried to find any other related bug report, but despite many similarities this one seems to be very different case. Firstable, none of the usual tricks work here, e.g. editing the Modes option in xorg.conf and leaving only the desired resolution (1152x864). dpkg-reconfigure -phigh xorg-conf doesn't help either.
Now the story. I updated from feisty a month ago and everything worked just fine. However, about two weeks ago I made apt-get update which, among others, updated xserver-xorg. AFIR this update had some bigger changes introduced to 'bulletproof X' feature which I think should be the main suspect. Since the update, gdm always starts at the lowest resolution (800x600 or 640x480, not sure). After logging in, the resolution is set up correctly to 1152x864, but this is only due to the Screen Resolution settings where I chose to set up that resolution. Why do I think so? Because after adding a new user and logging in the resolution is still kept at 800x600 (or 640x480) unless I change it in Screen Resolution applet. So, what I did next was stopping the GDM and trying to start up Xs manually from console with startx. The problem appeared to be exactly the same: after creating a new user and logging in, the resolution was set to the lowest until I changed it in the Screen Resolution applet. Logging out and logging in again resulted in Xs starting in low resolution and then, after a couple of seconds when the Screen Resolution applet's settings were applied, the resolution was set up to the desired one. Summing up, the problem here with startx is the same as described above. Now, the configuration: Radeon 9200 Pro, Hyundai Q770 CRT monitor up to date Gutsy installation.
