Upgrade from Ubuntu 16.04 to 16.10 gave this error. Somewhere along
installation I got the error message that /var/www/html was not
accessible. I have modified that folder contents for a webpage and for
some reason the owner was root, not www-data, so maybe that did it. But
as far as I know /var/www is a generic folder people put their website
data in. Not sure why apache2 got so hung-up over it and spat out errors
3 times with the final one of:

"Errors were encountered while processing:
 apache2
Exception during pm.DoInstall(): E:Sub-process /usr/bin/dpkg returned an error 
code(1), E:Sub-process /usr/bin/dpkg returned an error code(1)"
Then a message popped up saying upgade failed, and will try running dpkg 
--configure -a

Then the upgrade quit without completing.

Does anyone know what the final operaiions are to finish installation?
is it just apt-get clean then reboot?
I tried dpkg --configure -a and didn't get anything.
