Add new link for Zesty Zapus.

* Users are unable to create Zesty Zapus chroots on older series.
* Restricts and slows development.
[Test Case]
* sudo debootstrap zesty /tmp/zesty
[Regression Potential]
* Configuration only change, low chance of regression of existing
functionality.
* Change to packaging involves a new change log entry and an additional
symlink to enable zesty.
