Nobody else sees this "scroll distortion" problem?

I installed Ubuntu 16.10 and when all the new packages were installed,
guess what? That distortion that causes very large images to be
distorted when scrolling up is back.

I have installed every other image viewer I can find and none of them
have this trouble, feh, gwenview, viewnoir, phototonic, and 6 or so
other ones I'd never heard of before.

I don't seee everybody else afflicted with this problem, there are just a
few of us. It is exactly as I described it originally, a large image
that starts "off the bottom of the screen" never clears up when I scroll
up.

Problem is same if I use the Nvidia or Intel graphic devices.
