No, this is an issue with bluez. I've just checked myself with this fix
aplied to the yakkety package, and whilst it defaults to the wrong
profile by default, I can switch it to the A2DP profile, and the audio
quality does improve. In addition there were no changes to the
pulseaudio bluetooth module code between upstream version 8 in xenial
and version 9 in yakkety.
