As I noted in my previous comment, I was able to install it once I enabled the following dependency using the Software Sources gui:
deb http://archive.ubuntu.com/ubuntu/ feisty-updates restricted main multiverse universe Still, I think that it is odd behavior to have an out-of-date bughelper (0.1.13) available in the default repositories that is reported broken.
