usensord only has an exception for the osk,  but there are 2 other cases
where we have separate settings which is for calls and messages. These
settings are in the account service and not passed to usensord.  Seems
easiest to add exceptions for whatever processes are making those
requests.
Longer term we should consider moving all these settings to usensord and
adding corresponding methods to the dbus interface.
