This is a problem that has been there since the first days of Compiz and neither the Compiz developers nor the KDE developers have bothered to fix this, so the Kubuntu developers will not fix it either because Compiz is not officially supported by Kubuntu. If you want to have good desktop effects in KDE, wait for KDE 4.0 or switch directly to GNOME since, no matter what the Compiz developers say, it is designed with GNOME and only GNOME in mind and so, most distributions have opted to not support Compiz in KDE at all.
